Keolis Appoints Youenn Dupuis as CEO for Middle East & Eastern Asia

New regional chief to spearhead growth in automated metro, tramway and rail operations across high-growth mobility markets

Keolis Group has announced the appointment of Youenn Dupuis as Chief Executive Officer for the Middle East & Eastern Asia, reinforcing the company’s strategic focus on some of the world’s fastest-growing mobility markets.

In his new leadership role, Dupuis will oversee the expansion and management of Keolis’ extensive portfolio across the two regions, with particular emphasis on automated metro systems, tramways and passenger rail operations — areas that are central to the group’s global growth strategy.

Driving Smart and Sustainable Mobility

The Middle East and Eastern Asia are widely recognised as pioneers in the transition toward smart, automated and sustainable transportation networks. Governments across these regions continue to invest heavily in next-generation rail and urban mobility infrastructure as part of broader economic diversification and sustainability agendas.

Laurence Broseta, CEO International at Keolis Group, described Dupuis as the right leader to guide the company through this dynamic phase.

“The Middle East and Eastern Asia are at the forefront of the global transition toward smart, automated, and sustainable mobility,” Broseta said. “Youenn’s exceptional track record in managing large-scale, complex networks and his success in delivering world-class service during the Paris Olympics make him the ideal leader to drive our ambitions in these regions. We are confident that his expertise will strengthen our partnerships and help us deliver even greater value to public authorities and passengers.”

Building on Strong Regional Foundations

Dupuis steps into the role at a time when Keolis is consolidating its presence in key markets including Dubai, Doha and China, while preparing to launch new rail partnerships in the UAE.

Commenting on his appointment, Dupuis said: “I am honored to lead Keolis’ operations in a region known for its visionary infrastructure and commitment to innovation. My priority is to build on our strong foundations in Dubai, Doha and China, while ensuring the successful launch and operation of our new rail partnerships in the UAE.”

He added that combining Keolis’ global operational expertise with deep local insights will be essential to maintaining high performance standards.

“By combining Keolis’ global expertise with local insights, we will continue to set the international benchmark for safety, reliability and passenger experience,” he said.

Expanding in High-Growth Markets

Keolis has established itself as a global leader in shared mobility and public transport operations, managing complex, large-scale transit networks worldwide. The appointment of Dupuis signals the group’s commitment to strengthening its leadership footprint in regions where automated transport and integrated mobility solutions are expanding rapidly.

As cities across the Middle East and Eastern Asia push forward with ambitious infrastructure agendas, Keolis’ focus on innovation, operational excellence and sustainable transport solutions positions it to play a central role in shaping the future of urban mobility in these high-growth markets.
